What economic policy says that tax cuts create domestic jobs?

To quote Bush the elder "Voodoo economics". The funny thing is that if this was still the 1950s and markets were as simple and confined as they were then, I would agree with them to a certain extent. Tax cuts to the wealthy do indeed create jobs. The catch is that they just don't create jobs in the US most of them go to factories in china or India. It's the simple truth of the globalized market.
