Which has been most detrimental to people in history; foreign or domestic government?

Domestic governments have done far more damage to our country and other countries as well then a foreign government, as with the foreigners we can always break off relations, go to war, or ignore them. It is difficult to ignore your own rulers, let alone if you even speak of a fight with them you can be arrested and the key thrown away, if you speak out, they have ways to pressure you, their media, their tax people, etc when tyrants run the show
