My friend has two kids in protective custody and she want to take them to another state is it illegal?

my friend was involved in domestic voilence with her husband and the police called dcfs and her kids got taken away saying the kids were mentally abused they been taking her through the ringer and she just want to take her kids to another state without dcfs permission will she get in trouble
