Can a domestic violence case be won without the victim?

As a former prosecutor, I can candidly admit that w/o a victim (and or other evidence --- like eyewitnesses and/or photographs) these case are very difficult to prosecute. Remember, the government has a rather HIGH burden (ie., proof beyond a reasonable doubt) to over come before you can be found guilty; without the victim/other witnesses ... how can they prove their case that she was harmed? It is very difficult.
